How does this even happen? Why isnt the infant at their parents at all times?

First thing that happened when i was born is, i was handed to my mother. Then i got a small armband, with my social security number and my mothers name on it. So i could be identified, so if i needed some sorta medical procedure i could be identified afterwards too, by everyone
