That’s explicitly what it’s for, it doesn’t require any other websites to have identification.
I don’t see this as much different than the regulations China is implementing to keep children away from AI companions.

This is a toehold, setting up and testing out the infrastructure. Some states and countries have been doing similar verification schemes with “adult” sites, which has been pretty widely unpopular.
China’s AI regulations, to my understanding, are an outright ban on “companion” features, rather than age-restricting them, which is much more sensible and justifiable.
