I haven't used it in a long time, but there is always bounty source. They automatically set up pages for github accounts, and you can put a bounty on any github issue. Like for project hoot: https://www.bountysource.com/teams/projecthoot There is nothing there now because there are no bounties on issues. There are other similar websites like gitcoin that are dedicated to cryptocurrencies instead of paypal.
