That seems to require having an "admin email address" reported by the server, which I haven't found any documentation on

Actually, I wonder if it's the nodeinfo file causing the problem. https://dev.narwhal.city/api/unstable/nodeinfo/2.0
I looked at the sample one at http://nodeinfo.diaspora.software/ns/schema/2.0 and noticed it has an inbound/outbound part. Maybe if you put "lotide" in those sections then it might recognize instances as having neighbors.

Neighbors would only work if the instance reported neighbors, which we don't since lotide doesn't track them
