“All but guaranteed” doesn’t mean “not guaranteed”. It means it’s so close to being guaranteed that it may as well be guaranteed.

No, it’s saying if he cared about money he would be more likely to make a sequel. Him caring about money would all but guarantee a sequel.

English isn’t my first language and the phrasing is so weird. Translating word by word seems to indicate something else
