Re-enabled experimental wake-on-bluetooth support for Steam Deck LCD, including support for LE peripherals

Just tested this with Xbox Series controllers. They are indeed able to wake up my SD LCD now, whereas only Nintendo Switch Pro Controllers (non BLE) used to work before.
