Matrix has a scale issue at the moment. And even basic moderation tools are non-existent. Great for small groups, unusable for larger communities.

Not really
Matrix works fine with thousands of users. Even if it didn’t there are still lots of alternatives. IRC is like the bottom of the barrel.
