  When it releases on Steam it will be free but also have an "optional non-recurrent purchase

  I can’t say I’ve ever seen an “optional non-recurrent purchase” on Steam, are they even coded for that?

    “Optional non-recurring purchase” means buying something once lol, of course Steam lets you buy stuff.
