The midia loves to call it the biggest ghost city in the world, is that true? I doubt it is, but every image on the internet just shows it empty.

Honestly I think the ghost city stuff isn't an exaggeration, but the cities are empty on purpose. Those cities in Ordos seem to be more western in construction so I've heard speculation China is preparing for a immigration influx to supplement their negative generational population renewal because of those years under the one child policy.

I didn't think china was very big on mass immigration, what kind of places are they expecting? I know they invest a lot in Africa

I don't think they are either. But I do think there's a combination of things china is preparing for that everyone else is too stupid to consider. The obvious reason for immigration need is the consequences of the one child policy, which I'm sure the CCP has kept in mind. But there is also the inevitable climate refugee crisis. It's purely speculative hope, but I like to think the CCP is planning for the future now that they have developed themselves to the 21st century.
