Why not impose the death penalty for robo callers? oh , thats right, because they can exist outside this country. how does any of this stop foreign scammers?

Is there a reason you think the death penalty is a deterrent against crime? Or a reason you think Fraud should be punishable by death?
I'm generally against the death penalty on the whole because we don't have a system that makes absolutely sure without a reasonable doubt that people who are convicted are guilty. And still I would absolutely not consider fraud for the death penalty even if I was for the death penalty on the whole.
I'm for scaling sentencing in situations where someone defrauds others on a mass scale but I don't understand wanting to kill people to deter crime. We already know that doesn't work and death row is exhorbitantly expensive.
