Microsoft missed the mobile boat by a long shot.
Windows is ever shrinking as people don’t buy computers like they used to since phones can do what they need.
This means that for Microsoft growing Windows user base is a non starter. They are well into the extract portion of the product lifecycle. The os now only exists to support the products that still make money are extract what can be extracted from a shrinking user base.

As much as people complain about electron (some valid, some not) Linux has benefited quite a bit to the cross platform availability of local applications.

I get what you are saying but your entire post dances around the actual problem. All of this is fine if there was actually good software. Ive yet to see any killer app or must have software. If there were really good games it would make the hardware short comings less important. Even apple with their typically polished experiences seems to have just dumped their headset on the market and hope for the best.
