Well, so long as they didn’t also use computers. Real developers use crayons on the back of napkins, and I’m going to boycott this game if I learn any electricity was used at any point in the process.

It depends entirely on the genre. Turn based games are EXCELLENT candidates for frame generation. Who cares if there is sub-second input lag if you have unlimited time to make your selections? It’s well with a little bit of lag to run a game on much higher quality settings, and still maintain 60+ FPS.

The quicker the panel vreceives the signal to change, the less ghosting. Even if you can’t perceive the individual frames the overall image will be more crisp because it transitions to the correct image sooner. Pixel changes aren’t instantaneous, especially when going between opposite ends of the spectrum.
