When you have access to CCTV of an entire area, it is obvious that you will find stuff that while perfectly normal, will seem like someone plotting something.
This is especially true if you are seeing those that you watch as the enemy.
Humans are excellent at pattern recognition so excellent at it that we often overanalyze and make up scenarios in our heads to fit an imagined narrative.
A scruffy looking man standing around a hospital entrence is clearly planning a crime, not just waiting for his mom. You can tell from how he moves his weight between his feet.
