Governments are aiming for the wrong problem. Instead of pushing for alternate stores or side loading apps, they should be forcing manufacturers to open their devices to alternative OSes.
Don’t like the Apple App Store? Install Linux on your iPhone. Or Android. Or maybe even Windows Phone (if MS was smart enough to jump at the opportunity).
